Music publishers manage and license compositions. Collecting societies, such as PROs, collect royalties for songwriters and publishers.
Definition
A music publisher represents songwriters: it registers their works, licenses them and collects income.1 Collecting societies, also called collective management organizations (CMOs) or performing rights organizations (PROs), collect royalties from users of music, such as broadcasters, venues and streaming services, and distribute them to members.2
Examples of collecting societies
- United States: ASCAP, BMI and SESAC for performance royalties, the MLC for mechanical royalties from streaming and downloads13
- United Kingdom: PRS for Music for songwriters and publishers, PPL for performers and recording rights holders45
- Germany: GEMA for songwriters and publishers, GVL for performers and producers67
- Austria: AKM for songwriters and publishers, LSG for performers and producers of recordings89

Why songwriters need both
Performing rights societies usually pay the writer's share directly to songwriters and the publisher's share to publishers.1 Without a publisher, songwriters can miss the publisher's share, income from other countries and mechanical royalties, unless they register and collect these themselves.1 Publishers then pay their writers according to the publishing deal.
